I'm pretty sure you can't use powers while you are using ghost.  If you 
check page 197 of the Deadlands Players guide it lists the power's duration 
as concentration.  The power also has a cost in wind for each round of its 
use.  So if you are using the ghost power you must concentrate (only walk 
and talk) and spend the required wind per round.

The reason the power has a concentration requirement and a wind cost is to 
keep the power balanced.  Without the wind cost you could remain intangible 
as long as you only walked and talked.  Without the concentration 
requirement you could simply go intangible long enough to kill all of your 
enemies while you are in effect invincible.  I hope this clears things up.
