Wanna kill lots of Combine forces?
Use a Nuke.
EMP wasn't made to be a killing tool. It's used to either shut off machines
or, also importantly, to restore previously EMP'ed devices to temporary
functionality.
Once again, it's your game. I just don't see why EMP needs to be this
massive Combine-slaughtering miracle when Doomsayers already weild many
destructive facets of the Atom already.
As for the strength of the Combine...
I don't exactly prefer "real" over "pulp", but I don't prefer "pulp" over
"real" either. I like my games with a bit of an adventurous feel, but on
the other hand, the Combine IS supposed to be a force to be reckoned with.
If it makes you feel any better, look at it this way.
The Cult of Doom (both green AND purple robes) hate the Combine.
If the Doomsayers could easily trod over Throckmorton's forces, they
probably wouldn't hesitate. All it'd take is one advance party coming back
with the news that EMP's are all it takes, and the next thing you know,
Throckmorton has a full-fledged Doomsayer assault on his hands. The Cult
has lots of Vengants to absorb the brunt of the attack while the actual
Doomsayers hang back and EMP anything that gets through. With things like
Juice Jammers, each individual Doomie can zap a lot of stuff.
Throckmorton may not care about his troops, but he cares about his victory,
and if that means hardening the equipment against EMP's, well, that's not
too bad.
