[HOE] Skyer character help (PEG)

  Hi I have a problem with a female Skyer character that I'm creating, Now
she was on Banshee and a member of Screaming Eagles. Which means she was a
special Lighting thrower and rod, She was six when her family discovered
that she was a Skyer. So the young girl was sent to the USPA, The trainers
at the academy discovered that her Killinghams were off the scale. The brass
saw this young Skyer as the prefect weapon so she was trained as one, This
girl since the age of six has known nothing more then the art war and
killing. In fact at the age of sixteen this Skyer was sent to Faraway to
fight in the war, When she got there she was organized into the Screaming
Eagles. General "Overkill" Warfield treated her like his personal weapon,
The other Skyer treated the young Skyer like the angel of death. Also she
the honor of the only Skyer that gone toe to toe with a Skinnie kill it and
lived to tell about it, Basically this Skyer grew up during this war.  She
took the Unity Oath with the rest of the Skyer on aboard the ship traveling
home,



    Now my problem is that I want to her the Overkill Merit, But it's only
available to Earth Skyers dam in lies the problem. Can anyone at PEG help me
out?,
