I think you may have even pointed out your own solution -- taxes.  Drive
their truck into any place with a government, laden with all sorts of trade
goods, and they'll get taxed.  If they don't like taxes, they can leave the
truck out in the wastes overnight...  they might even be smart enough to
disable the truck so it can't easily be driven.  So the scavengers that find
it can only empty it, rather than actually steal it.
