I believe the main book says something to the affect of "if you see the
attack coming you can choose to vamoose." So since deflection is a
vamoose, you wouldn't be able to use it for an attack. It's not like the
SDF-1's pin-point barrier defense (bonus geek points if you recognize that
one!)

This one's tougher. Easiest answer would be to use the Templar's faith
roll (he has to make one, right?) as a pseudo-to-hit roll and then roll
location and use "raises" as normal.
