That's a tough call.
On the one hand, the manitou doesn't have faith in the "The Glow" so
really shouldn't be able to use the powers.
On the other hand, Silas and all his minions are most definitely servants
of the reckoners (you can't be makin' doombringers and not be a servant of
the reckoners) and they can all use "the Glow". 
I would be inclined to say no as most faiths aren't interchangable (in
deadlands some miracles only work on people with the same faith, not just
ANY faith, for example). So the "evil" faith of the manitou wouldn't allow
it to use the "good" doomsayer-faith-powers of the harrowed. Plus there is
a balance issue...

Um... You can't have a grit of 7 (5 is the max.) Did you mean faith of 7?
That would make more sense as grit really doesn't effect casting of
miracles...
