Look at it this way, Blessed gain their powers from
without. It is their faith in an outside force (God,
Barry the Lord of Ultimate Evil, etc) that opens the
pathway. Mr. Bob Blessed points his head to the
heavens and asks his god for assistance against the
heathens. The Powers That Be have a quick think,
decide that Bob has done all right by them before and
so attach off some assistance to Bob’s Spiritual
Inbox. 

Doomsayers gain their powers from within. It’s their
faith in themselves that opens the pathway to receive
power. Think of it like with a Matrix example – sure,
any one can leap between buildings, but you have to
believe you really can first for it to actually work.
The Glow (IMHO) was just Mr. Ugly in Vegas taking
people for a ride not unlike a stereotypical TV
evangelist. Give people a means to accept how things
work that’s simpler than the truth. 

So a Harrowed Blessed who has the demon in the driving
seat is unable to use Blessed powers as when they look
to the heavens and ask for assistance the Powers that
Be chuckle a bit and say bugger off. The power is
given to the Blessed, it’s not taken. Accordingly when
a Blessed has been a bad little person their god can
put them on hold for a time till they get their ideas
back on track.

A Harrowed Doomsayer who has the demon in the driving
seat just has to look deep within itself to use the
Doomsaying powers. In the same way the demon can lift
its shell’s arm it can fire bolts of green nasty stuff
out the pointy end. The demon doesn’t need faith as
such with the Glow, it just has to know how to focus
energy through the right pathways to get the job done.
