Umm, not unless we've been lied to in the rulebooks.  There are a ton of
different undead things that aren't controlled by a manitou. 
Doombringers still have the same minds they did in life, even if they are
warped by Evil.  Same goes for the "cinematic" vampires, mummies, ghosts,
Hangin' Judges, and so on.
