[HOE] Hangin' Judge Statue Question [Shane?]

So I was lucky enough to grab one of these recently, but I have a
question... the prototype I saw in 2000 was fully painted (as I remember) -
including the "fire" at the Judge's feet. The one I picked up from the store
did not have the "fire" effect at the base and was, in fact, translucent.

Now, I'm no genius, but doesn't "fully painted" pretty much cover head to
toe? What's the deal? Did I get a bum statue, or did Toy Vault just get lazy
with production?
