(Strictly speaking rule wise) Power Armor batteries can be charged at 25 PU
(Power Units) a minute from a fusion-powered tank, and 2 PU a minute from
city power grids so in my game I think I'll do it this way:
Jumpstart
Level One: Not enough to provide a current.
Level Two: 2 PU/minute.
Level Three: 5 PU/minute.
Level Four: 10 PU/minute.
Level Five: 25 PU/minute.
