Not having any knowledge of the Road Warriors rules here is what I can
pull out of my @$$:

Movement penalties: figure out what the handling penalty would be for the
driver and the target and make these the shooting penalty (combine the two
just like a moving shooter and target). Or even simpler: the shooter is
moving (-2) and the target is effectively running (-4) so it's -6.

Melee weapons: the attacker gets a penalty as above, but he gets to add
1d6 damage for every 10mph of speed.

Shooting and Driving: Apply the penalties for using both hands (i.e.
primary hand at -2 and secondary hand at -6), rules for two-fisted apply
as normal. If the driver does nothing but go in a straight line he doesn't
have to make a driving roll and so suffers no bad effects.
	This would cover the classic movie situation of the hero and a
goon riding at each other on bikes while shooting. They both fire a lot
but neither of them does anything but drive in a straight line. They start
to get close and have to make guts checks to keep going. The hero passes
and the goon fails (naturally). The goon tries to steer away, but he's not
important enough to be two-fisted so he has to make his drivin' roll with
a -6 and fails, crashing. The hero meantime plows straight through and
gets away. He has almost no points in drivin' (he put them all into
shootin', of course), but he never had to make a roll because all he did
was move forward in a straight line.
