We made up very basic rules for our group:
Any one can pick up a single point in a skill fairly easy. Usually it's
just a matter of trying it a few times. With more complex skills you
should up the requirements (a waster who really wants to pick up a point
in quantum physics is probably going to have to find a book to read and
make a few smarts checks).
After that you need someone to train you up until level 3 in the skill. 
To be a trainer you have to have a 3 or better in the skill.
Anyone can raise a skill above three on their own (they've learned enough
to teach themselves).

I think that's what we did anyway.
