The Skill will take time to learn.  Kind of a moment
to learn and a lifetime to master or something like
that. :)  Actual skills can be taught by the person
who wields them.  It's like asking your Scout leader
to teach you how to make a fire.  That's just starts
for a Survival level 1 in that skill.  Skills are easy
to learn.  It's the arcane that will grab you for
time.  Becoming a junker during gametime anyone.  
2 to 3 years in game time.  Your first hex?  3 to 6
months, even up to a year to learn just one for a
beginning hex newbie.  
     Overall, regular skills can be learned through
simple training.  Give the tike a matter of hours or
days to learn something and then tell the player that
he can buy a level in that one skill.  Or two
skills...or three.
