Well... The hardest part of buying a Spirit Fetter in Junkyard is this...
It's PRE-War Junker Tech!!!
OK... Visual Aid... Let's say my Posse gets ahold of a Cyborg.
*Bad Stick-Figure of a Light Can appears, and starts strutting his stuff.
"I'm so tough, Stone is my *****!!!" appears in a comic-like word bubble.
He is then hit by a Candy-Apple Red Ford F-350 Dually towing a Lime Green
Trailer made from the back end of a Chevy Half-Ton Pick-Up. Four figures in
ratty clothing put the disassembled body in the trailer.*
And they head to Junkyard...
*REALLY bad animation of a very slow line moving forward, while under the
guns of a big arse wall...*
And decide that they could probably get the most money for it at "Parts is
Parts" (They got a NPC who knows M.G.). She takes it, offers 65% of the
price gained in the auction. They haggle, and they end up taking 70%.
*Auction Begins, LOTS of cruddy Stick Figures in Trenchcoats and Backpacks
of Junk are here, talking, arguing, a few are getting into fistfights over
bidding...*
Even if there aren't any Tainted Junkers in the audience to make the bidding
war terrible (Or even one that just says, "S**** THIS!!!" and open up with
his .50 BMG Gattling-Revolver with Inertial Compensator to handle the
recoil.), it's going to go for a pretty penny. (Which, of course, I would
charge the group for in food!).
If the Posse decides to forgo Parts is Parts (GASP!!!), and sells it to the
Junkyard Repository, they'd get... Oh... Depending on how intelligent they
look (Let's just say they don't, and leave it at that.), a few grand, and
the item would end up in the hands of the Junkyard Officials for personal
dissection ("NEW TOY!!!"), never to be seen again.
*Animation, again very bad, of a Junker in a Lab Coat dancing a jig, while
Mayor Ike looks on in confusion.*
So, getting one from Junkyard would be possible, but very hard, and very
very expensive!!! Go kill your own 'Borg, much easier. :-)
As for the "Failure" bit with the Junker Fetter... I can see one of two
things happening:
One is, that the Brainer is dead, draw 12, discard 2.
Two is, the Manitou goes away ("FREE!!! I'M FREE!!!" *Runs into a pack of
Wolf Spirits and gets ripped apart*), and the Brainer draws cards as if he
was a Breather that just shuffled off the mortal coil (1 + Grit). He had
been grabbed by one Manitou, why not another?
Now, here's where I get nice and evil. (Hey, I'm a Deadlands Marshal, what
else would I be???)...
The Fetter is not tuned to it... If it's MORE powerful then afore, check
the Cyborgs rulebook. I'm sure you can find the Hinderance that would fit
this problem (Don't have book with me at moment, so cannot think of name.).
If less powerful, you get one that has less power to run your gear
(Bummer.). If of equal power, hey, you lucked out, the Junker-Tech uses the
"Eh, it's close enough" bit, and everything is copesetic. If it's a
"Legion", well... The fetter isn't good for anything but a bit of extra
weight when you headbutt someone!!! :-)
If the Waster doesn't draw a Joker for the Harrowed Draw... Well, noone is
interested, sorry, and he gets to feed the worms and check out some
poltigeist action. :-)

PS: Don't forget... Pre-war Fetters *MUST* have AIs!!! And they probably
ain't too happy that they're stuck with someone else...
