I'd say no. The Called shot applies a penalty to your to-hit roll. The +2
for HtH is a modifier to your hit LOCATION. If you make a called shot you
are not rolling for a location and the +2 does not come into play. In
game terms the +2 to location represents that most people don't stab each
other in the foot in a knife fight. However if you REALLY want to stab
someone in the foot (or head, or whatever), it's just as hard as it is to
shoot him in the foot (harder, because he can see the attack coming, hence
you also have to add his fightin' skill to the roll).

Straight Rules: It's apples and oranges. One's a to-hit mod. and the other
is a location mod.

GUH! How long did it take you to think up this question?
Well the infiltrator system is designed to make cyborgs seem like people
to animals. So I would say that an infiltrator cyborg and a human are the
same to a dog.
I would then say that the dog remains the same whenever he is in control
(is dominion the same for animals?) But when the manitou's in charge all
bets are off (as with normal harrowed, he's himself when he's in control,
he's the marshal when the manitou takes over).
