[HOE] Double Taps

I'm sure this been asked and answered before, so please humor a fella
whose only been on this lsit a short time.

With the Revised rules addendums presented on Pinnacle's website and in
Waste Warriors, I am curious as to how Double Tapping works.

Previously, a Speed 1, ROF 1, semi-automatic gun could double-tap.  A
single roll was made, and a raise made the second bullet hit the same
target and location as the first.

Now, those guns are ROF 2.  Does this mean each shot can also be a
double tap, allowing 4 bullets to fly down-range on a single action, or
is the ROF 2 simply the new inerpretation of double-taps?

Any thought, or official answers?
