I think the official ruling is something like this:

If an arcane ability creates physical light armor (such as a junker's
power, perhaps) then AP armor ignores it. If an arcane ability creates an
energy field or some other effect that generates results akin to light
armor (such as a Syker's force field) then it is treated as normal (reduce
the damage the AP bullet causes). I'm not totally sure on this though, but
considering the cost in strain for something like force field it seems
fair.
