OK, reading the rules I think I get it now:
There are 9 "standard" phenotypes:
avian
canine
feline
frogger
icthyian
insect
porcine
reptilian
ursine
If the mutie wants he can take the phenotype power, pick a type and
advance through the three levels of that at a cost of 5,10,15. Since you
can't take a power more than once you can only have one type (you'll get
more and more cat-like, but you'll never be able to fly).
There is one "special" phenotype:
moreau
With this one the costs are a bit different (6 for first level, then 4*2=8
for second level and 4*3=12 for third level). But you can mix and match
from the other 9 "standard" phenotypes. The down side is you only get
level 1 powers (up to 3).
Is this right?
It helped me when I realized that Moreau is actually just another listing
(a special one though) under the phenotype power and they go in
alphabetical order:
...g,h,icthyian,insect,j,k,l,moreau,n,o,porcine...

But, as per the archetype you can use starting points to begin with
mutations/blessings o' the atom, right? Can you start with higher than
level 1 (assuming your willing to fork over the points)?
