I've got all the Hell on Earth books (might be missing a couple of the adventures, but I don't keep track of those as much), and I have to say I've found something of use in all of them. Even the much-maligned Spirit Warriors provided me with the Changed Lands of the Coyote Confederation, which was the basis of an entire adventure in my campaign. So I'd have to agree with a few other people on the list here and say just buy them all as you get the time to read them/money to buy them. (No wonder Shane loves his fans - we're better ads than he could ever make. :)  

If you want a priority, though... Wasted West clarifies the setting quite a bit, and just has some general niftiness here and there (along with rules for servitors, baby!).  Junkman Cometh is absolutely vital for junkers.  Iron Oasis is a kickass setting book, and seeing as how there's so much "bad" stuff out there in the West, it's nice to have at least one resource describing the side of good. And Waste Warriors is real helpful for combat, it updates the rules, and gives details on the military of the 21st century and commonality of all kinds of military gear.  As for the rest of the books, it really comes down to what you need. Get arcane background books as they become necessary to the game, and setting books as your posse moves into an area. Personally, I'd say Shattered Coast (I just love the Maze), Road Warriors, Cyborgs, and Brainburners would be some good starting books as well.
