If you mean the damage difference, then I believe it's because the spur is
so much bigger than the claws. A cyberspur is supposed to be, on average, a
foot long, and at that point you could either argue it falls into the
"sword" or "big knife" category. A friend of mine has a kukri that's about
a foot long, and I have to tell you that it's right on the line between big
knife and short sword. Mr...Hopler, I believe?...probably decided to err on
the side of power since it fit the rest of the cyborg gear (high-powered).
In contrast, scrapper claws are smaller by, I believe, about half.

Not having my books I'm not quite sure if it mentions if the scrapper claws
are vibroblades by nature or not. If they are, there you go. If not, then
I'd say that the scrapper has to pay drain to power the housing to extend or
retract the blades and, being typical Junker tech, is power-hungry to the
point where it saps some drain of its own even when you don't want it to.
And why does internal

I think the servos answer is a good one. Internal bracing has to brace the
musculature as well as the skeletal structure, which requires some moving
parts here and there.
