Evil. I like it. :)

Here's an option, the HOE character simply doesn't remember anything that
happened prior to a few years before the bombs dropped. And he doesn't know
why he doesn't remember anything. But you do. You know everything! You're
the Marshall!!! Bwah-ha-ha-ha-ha!!!! <cough-cough> Sorry.
Anyway, here's the set up. A few years prior to the war, the character was
involved in a battle to stop a true demon (ala the adventure in the back of
Road Warriors). The demon prophesized the end of the world (with the date
and everything) and for some reason the character believed it (it had no
reason to lie at the time or something). He was dead set (pun intended) on
warning the world so it could be avoided or at least prepared for. But a
government syker was involved as well. The syker was ordered to neutralize
the character, but as she had fallen in love with him, she only eliminated
his memories of all that had happened before. She just accidentally overdid
it a bit and erased ALL of his memories prior to that time.
So now, you have a reason the character remembers nothing (not even killing
himself), a reason the character survived (subconsciously he knew the bombs
would fall and when), and at some point when they return to the future, an
adventure in the making (where the demon is coming back and the only person
who knows how to stop is the last guy that did it. You!)
And you may even be able to use the syker love interest as an intro to The
Unity (she transferred to Banshee after the event and came back on the
Unity).
Oh yeah, and if at some point (where time travel will no longer be
occurring) you let the character get his memories back with some syker help,
you can just say the cure is imperfect. Thus if the past version gets a new
ability that the future version doesn't have, it's simply a memory
permanently lost until he chooses to relearn it with bounty points.
Anyway, my thoughts for what it's worth. Hope it helps.

"You smell that? Do you smell that? ...Ghost Rock, son. Nothing else in the
world smells like that. I love the smell of ghost rock in the morning. You
know, one time we had a hill bombed, for twelve hours. When it was all over
I walked up. We didn't find one of 'em, not one stinkin' Yank body. The
smell, you know that sulphurous smell, the whole hill. Smelled like...
victory. Someday this war's gonna end..."
