I worked up a set of rules for an HoE miniatures game.  It wasn't quite
like GRW; more like Necromunda.  There weren't any posses, only single
figures, and you made up a small group of fighters who grew in experience
over a number of games.  The original factions I had were the Cult o'
Doom, The Combine, the Iron Alliance and the Sioux Nations.  I wanted to
do Raven's undead, but at the time, there weren't enough different types
out there.
I also made up a list of appropriate substitute minis for each troop
type, with the only exception being the Combine Battle Hounds.
I never quite finished the project because of more pressing concerns, but
this might serve as a base for someone to work from.
Speaking of which, does anyone know of any good 25-28mm vehicles out
there?
