GRW isn't really anything like Necromunda. What I did was make it
similar to the current system, where you only have to make one roll, and
you hit with one extra bullet for every 2 you get higher than the TN.
For ammo shortages, I had an ammo stat that you had to roll with each
shot. If the roll wasn't higher than the number of bullets you fired in
that turn, the ammo stat dropped one die level. I had a similar thing
for Strain, just to balance out the arcane types. Of course, troops that
had good supplies (Black Hats) or could make their own weapons (Sioux)
were exempt from making ammo rolls.
This was because I didn't think that a poor shooter should be more likely
to run out of ammo, mainly.
