There are two reasons you'd want to pack a .45 as opposed to the NA Officer 
Sidearm (Later named the M-92, which I like a whole lot more!).

Reason one is ammo.  The 9mm round, as far as I can see it, did not gain the 
same depth of sales as it did in our reality (Or perhaps it lost it), and 
thusly was mostly only a US/Mexican Amry round in North America, with some 
limited civilian purchases.  The .45 ACP, on the other hand, is the BOMB 
BABY!!!  .45 Fanatics were probably all over North America, and you can 
probably find some stores of this round practically everywhere (Whereas the 
9mm would be mostly found in the former United States and Mexico, with only 
small staches found in the former Confederate States and Canada.).

Reason Two is design.  The M-92 is a polymer/ceramic design (Because *ALL* 
US gun designs use that kind of stuff...  Ugh, Metal, how 20th Century!!!), 
and the few gunsmiths with shops around are probably going to be hard 
pressed to make replacement parts for it...  The .45 on the other hand has 
been around since the First World War, and any Gunsmiths around probably can 
make parts for it from memory, without refering to their reference materials 
(Which may or may not have survived the Apocolypse!).  Oh, and Mr. .45 also 
uses gunmetal, which is easier to get your hands on.

There's also the history of the .45 as opposed to the M-92 (The .45 might 
just be a minor or even MAJOR relic!), the fact that the .45 is a known "Man 
Stopper", which the 9mm round never got the reputation for, and the fact 
that Movie Town would probably have a whole Stable of Colts to give out as 
payment for supply shipments and acting skills (Or complete lack thereof...  
I mean, have you seen "Frog comes to Helltown"???  BLECH!!!).

Now, as for the damage things (I know this has been answered already, but 
here's another view of it), the Kinetic Force of the .45 ACP round and the 
9mm Parabellum rounds are about the same, very small difference.  However, 
they go about this in different manners.  The .45 ACP does this in weight, 
being a sub-sonic round.  The 9mm, lacking weight, does it in velocity, 
being a supersonic round.  With the lack of much difference in the Deadlands 
damage system (Which I personally prefer, as it allows me to incorporate RL 
guns *ALOT* easier!), this change is negligable...  But even in systems 
where they look into it with a great degree, there is like one point of 
difference (This is for systems that actually *LOOK* into the physics, 
rather than just saying, "Bigger is better!" and giving the .45 more 
damage.).

In essance...  .38 Special is a short round with less powder to propell the 
bullet...  9mm Parabellum round has more powder to make it go really really 
fast...  .45 is a big fat jerk who throws his weight around.
