My group had a bit of a discussion on this (I call it a discussion because, 
for once, voices weren't raised.).  As usual in my group, I ended it with, 
"The GM's Call is the GM's call!"  And I'm the Marshal in Deadlands.  :-)

I, personally, ruled that the Zombies need both the brain, and a connection 
to the rest of the body (The Spine).  If the spine is disconnected, there ya 
go, no more connection to that part of the body.  (It's all part of the same 
thing...).  The one exception would be, in my ruling, people who died of 
shock from having their back broken, they could still move, but they'd 
always be bent at a strange angle (Death Wound).

If a Maiming wound (At TWICE the needed damage roll) to the Lower Guts cuts 
the Walkin' Dead Guy's legs out from underneath him...  One to the Upper 
Guts makes him a head with no body control.  Gizzards are not a location, 
and just considered part of the Upper Guts (Unless they specifically called 
a "Groin Shot" for some reason).

Harrowed Heads that have been dissconected from their bodies for awhile can 
learn how to roll on their own for some mobility, and there are 
contradicting stories on their ability to speak (Mine do, with a few 
exceptions.).

This ruling came about when I had to deal with my group's token 244-year old 
walking dead guy, Ol' Zeke, the Uber-NPC, and the number of times that he's 
been decapitated.  The group is now so jaded, that watching heads fly off of 
the walking dead don't effect 'em any longer...

Now, I get a nice red shower flying forth from the body, that'll cause 'em 
to blow chunks any day of the week!  :-)

Just what I do, folks...  Use how you will.
