[HOE] Black Hats shooting (Was: D20 discussion)

This may help (though it works for everyone, not just black hats). My
group stole a rule from Brave New World that lets you roll an extra skill
die for every round after the first fired in a burst. So basically if you
fire a 3-round burst you roll two extra skill dice and take the highest.
So if someone has a 3d8 shootin' and fires a burst he'd get to roll 5d8
and take the best. This is nice because it helps out the scrubly shooters
(the difference between 1d8 and 3d8 is huge!), but the super-shooters
don't get a huge boost in power (the difference between 5d12 and 7d12 is
not nearly as great).
This also does a good job (in my mind) of representing what auto-fire is
supposed to do. It's not meant to make you hit more times, it's meant to
increase your odds of hitting at all.
