We (my group) re-instated the old bounty points and fate chips rewards
(giving them separately). We reward fate chips for fights: generally a
white for scrub fights, a red for a real threat (scrubs + leader) and a
blue for trully life threatening encouter (final boss, etc.). That's one
per posse member.
We reward roleplaying and plot developement and and playing
hinderances what-not with BP's
The big reason we did this is because we were seeing the opposite problem.
Combat-gods would wind up with extra chips at the end of the game (because
they weren't as hard-pressed in a fight) and less-combat oriented
characters would wind up with none. The combat-gods would then put some
points into their combat skills and the rift would widen. This change
seems to have fixed the problem fairly nicely.
Oh, we also added a side rule that each player can convert 1 chip into BPs
at the end of each session. this is to reward particualrly crafty, or well
played players for not having to "burn" all their chips.

Some even try to achieve them.
