The DL Revised rulebook states that the lowered stats DO raise when you buy
off the Hindrance. That means that if you go down to the 2-point level from
the 4-point you get a one step bump in Strength and Knowledge. When the
Hindrance gets fully bought off, the former Kid gets another bump. This is
according to the Weird West player's Guide, p. 54.
