   Which means I can use these guys without fear of making it too obvious,  Here are the other clues, and the answer

The cyborg 'Bear' is powered by specially produced Confederate made energy canisters, which of course Scraggs has the only supply of.  This is a good part of his control over the massive 'can.  

These canisters are based on a neurogel transduction system which, not only powers the 'can, but can be used as an intense narcotic when injected into the brain of the user (A practice that Scraggs has become quite addicted to).

'Bear' is a Synthetic Construct Used for Battle, or SCUB-1.  


For those of you who get it, you may groan, but hey, a Dark, Evil Scooby Doo gang is perfectly ok for use as villains, if it worked for Warren Ellis it'll work for me.
