I know this was a shout out to shane but I seem to recall that the reasoning for your question is that tech spirits are the enemy of nature spirits and the nature spirits attack on sight so to speak. This makes it so dangerous that none of the tech spirits would travel to that time (if you would) cause it would mean there destruction. It would seem more likely that there would be a lot more nature spirits in the Weird West and would swarm a tech spirit.
 
In the end, It is after all you're game and as Shane has said before (though I don't presume to speak on his behalf) rules are there to be broken. Handle it in your world as you want.

Just a quick observation, with perhaps a question.....

Now, reading about HoE folks going back to DL & how it affects ABs from HoE
(boy, is that enough acronyms, or what?) it says that Junkers can't make any
new gadgets because there are no tech spirits roaming around.

Okay, then in HoE Junkman Cometh, we find out how the tech spirits got some
even footing in the Hunting Grounds enough so as to make a haven called The
Net.

Now, with all the fuss over Unity & whatnot, we have various connections to
all these places via the Hunting Grounds--you can go to the past, to a
distant planet, what have you, all through the Hunting Grounds.

Well, this seems to me that the Hunting Grounds lie in a dimension that is
not governed by our laws of time & space.  That said, why doesn't the Net
exist in DL?  The Hunting Grounds are still there, distance is not a factor,
time shouldn't be a factor, so tech spirits should have access to a Junker
in the Weird West & vice versa.  Right?
