Yep, it sure does. Here's what I originally wrote on this subject with the
Cyborg book in my hands.

Of course, any Marshall can have a house rule on how fetters work, but
barring that, if the manitou becomes unfettered, you die. And, yes, this is
different from how "normal" Harrowed work. The only explanation is that the
fetter changes that "bond" between the manitou and its host.
Like I said, a Marshall can rule it however he or she wants, but I think
unless it's been addressed, a player should assume the rules in the books
stand as they are.
