[HOE] Road Warriors adventure/Cement mixer stats

(spoilers for the adventure in Road Warriors)

My possee is currently being run through the adventure in the back of Road
Warriors, and as such they managed to get the keys to the cement mixer that
was being used as a roadblock. Anybody got any idea on what to give this
thing for stats and special notes? Would it require its own Drivin'
concentration due to its odd weight balance (I'm figuring yes), or could one
manage to use Drivin': Wheeled for it? What kind of fuel does it take-
diesel? Also, if it's got dried cement in the drum, how does one get that
stuff out?

Now, a question on reward: one of my players is playing a Templar. In the
roadblock section, a Doomie let loose with an ICBM, leveling the stooges
while the Randy female Syker managed to bluff (maybe) Frankie into
reassessing the group's "taxes" in the bar's back office. I can post the
accounting jokes that were made if anyone cares. Anyway, the posse's Junker
managed to catch Frankie with his pants almost down and blast him in the
upper guts with his energy rifle for lethal damage, which I chose to use a
white chip on to barely save him to use as the Hand of Contrivo, Almighty
God of the Plot(tm). The Templar managed to save Frankie by Laying on Hands.
The rest of the posse doesn't know he's a Templar yet, though they now
suspect he's got some kind of mojo as his "it wasn't as bad as it looked-
you didn't hit anything vital" Bluff attempt fell through, largely due to
Frankie having been coughing up large amounts of blood. Anyway, while
talking to Frankie as he lay on the floor recovering, the Templar told him
to go to Boise with a note he stuffed in Frankie's pocket saying, basically,
"this man wants to change his ways, so give him a chance." He said to show
it to people up there, at which point Frankie asks him "Why, you got friends
up there?" He simply responds "I have lots of friends up there." Frankie
"got it," so to speak. So, the way things are now, Frankie's lit out on his
hog for Boise. I intend for him to get there and actually attempt to change
his ways and perhaps become a Squire after a while.

What I'd like some advice on is this: the Templar's essentially given a bad
man a second chance, allowing him the opportunity to begin to do good in the
world instead of just being the weasel he was in the Hell Riders. Therefore,
I'm thinking of awarding him with a Legend Chip for his actions. He's got
Armor of the Saints at 5, so that would give him the Greater Reward (his
first). Anybody got any thoughts on this?
