Offhand, I'd be wary of this. AV4 is pretty powerful... Pistols go from
the average 3d6 down to nothing!
I'd say the highest value counts, personally, and really punish anyone
trying anything weird like wearing five pieces of armor on the same
location. Yes, some kevlar vests are pretty thin, but they are still
bulky, especially if the trauma plate is used (which adds a lot of
bulk, if I remember correctly).
Now, and armored duster over a vest doesn't seem like much of a
problem, but I'd still only go with one piece of armor, or possibly the
highest piece plus half the value of the lesser piece to prevent
abusive stacking.
But that's me. Any other opinions?

I think this gets updated in Waste Warriors. I don't have my copy
handy, though...
