Yep. There you are, those are the stats. It's a Marshal's Tool!
Roll a bunch of dice... Go, "OH WOW!!!" roll the same a few more... Roll a few D20s and a D12 for "Deviance Due To Wind", and say it landed where ever you want it to.
Frankly, Catapults are too hard to aim to use at anything with the possibility of moving... It might be useful at Settlements, where it'll use the "Artillery: Catapult" Skill, with a Base TN of 11, RI of 20, and Damage of 4D20 "Anti-Vechicle" damage (See Page 46-47, Road Warriors, PIN 6007), Non-Explosive (Meaning no Burst Incriment).
Now... You can also load the Bug full of Explosives or Incendiaries (Yes, I read Johnny Mnemonic... The book is *MUCH* better than the movie!). Then it's RI is 15 due to the added weight...
Explosive Bugs are 6D20 to Direct Hits (Usually Explosive Rounds do more beacuse they're shaped charges... You can't shape charge this!), and a BI of 20... LOTS of Shrapnel as well, that Bug's Goin'a Blow Up REAL good!!!
Indendiary Bugs still only do 4D20 to a direct hit... But splashes flames in a BI of 20 doing standard fire damage (See Page 103, Main Rulebook, PIN 6000), anyone within the first BI is "Completely Consumed", the second is "Large Fire", and the third is "Small Fire". Weither they're using "Regular Fire" or "Sticky Fire" is up to the Marshal... Or the PCs if they're doing the artillery shots themselves... :-)
Ammo is VW Bugs or any small Subcompact. VW Bugs are best... But the Hellstromme Motors Tracers work just as well. :-) For absolute BEST results, use OLD MODEL VW Bugs... They have more metal in their design.
