My immediate reaction is to agree with everyone else, with a special
liking to Rich Ranallo's solution, You could "punish" them by not
letting the arm grow back with the reasoning that G-rays are running
between the cyber-part and the flesh fusing the spirit of the person
with the tech-spirit. The arm, at least spiritually, is already
replaced. You can't regrow something that's there. This would be a much
more subtle punishment, as they can't ever have any natural part
regrown if they replace it with a spiritually driven device. IOW, you
either get the metal one and live with it, or you go limbless and hope
magic will heal you up; but you don't get to have your cake and eat it
too.

Ooh! This just came to mind. Have it regrow over and through the
cyberlimb, absorbing it into the flesh so that you have this
battle-damaged terminator look. It would cancel out the need to keep
track of the cyber-stats but look very grotesque.
