I would agree that the normal methods wouldn't suffice for Harrowed. That leaves
ABNORMAL methods. Since he's an NPC, you're free to concoct any ridiculous story
from "he was chosen by the Glow" to "he was blessed by Avatar" to "he woke up
one morning with glowing hands". Just use your imagination, and read the fiction
in Children o' the Atom for inspiration.
