Unfortunately a LOT of the Archetypes in HoE seem to have flaws. I 
believe I've heard that Archetypes are often one off draft versions of 
the manuscript, and tend to get ignored...

Hmmm... Maybe they meant level 3, the 2nd rank?

Sounds like a plain old screwup...

Probably another screwup. Remember, though, that the librarians might 
not have been planned to be an Arcane Background... As such, they 
probably added the obligation as such as a balancing hindrance.

I think the Wasted West era Librarians were more a loose confederation, 
kind of like the law dogs, as opposed to the more rigid hierarchy 
introduced in Shattered Coast.
