the Batman storyline No Man's Land, it's an excellent read and you really
get a feel for the sort of mood people would be in. Gotham has been sundered
from the mainland of the U.S. by a major earthquake and declared no longer
part of the United States. The criminals have escaped from Arkham and
they've divded the city of amongst themselves. There's a great bit with
Gordon and Two-Face. Just read it and see. You'll love it.
