These are all built from admin.c - I test under Windows so I haven't
bothered building these commands. I guess you just build admin and
add symbolic links for all the supported commands. (somebody back me 
up here) It's just a guess as I can't see a make file for them 
anywhere. (Maybe I'm not looking hard enough).

The User file is a very simple format

User:Password:emailAddress
