I am not sure this would be necessary. I'm pretty
sure if my name was getting voted often enough, I'd be
already stating my case.
I think a message from the server announcing a tie,
then a very short period to allow people to change
their votes - like three days. If no one changes
their vote in three days, no lynching. The instant
someone changes and there's a majority, someone's
dangling. Sure, it gives a lot of power to the person
who gets to their email first. But those people
deserve power. They obviously have no other life or
career. Plus, it might make some enemies along the
way.
