Yes, a $0 bribe should be allowed. But I think that should not be
grounds for you to get a share of the bounty (in the case of being divided
among the voters).
And in thinking on the Tie problem... I think I might just deal with it
like we do in werewolf. ok. it's a tie. Day doesn't end until
someone changes their bribe target and/or amount to break the tie.
Now, it'll be a little tricky to know what people are tied, but... hey!
you're an inmate... you're note able to get much info out...
An alternative is... all the leaders swing in case of a tie... boohoowhahahaha
