[pbmserv] Broadcast from dshort via PBM Server

This broadcast is being made to announce a new chess variant tournament 
which I will be
organizing very soon. This time up it's ProgressiveChess. The exact format I 
use will depend
upon the number of entries received. ProgressiveChess games do not take very 
long to
complete. In fact many of them end very very quickly. In anticipation of 
this I will not be
enforcing any time controls. Standard tc of 1 move per 21 days will be in 
effect though I
imagine most players will play much faster than this.
