1. Most games I've played require the placement of all fences. Reducing the 
number of fences would pare back the strategy and make games shorter and 
less deep.

2. Reducing the number of fences would reduce the importance of maze 
building and emphasise the endgame pawn race. Since this is the least 
interesting aspect of the game I'd think that reducing the number of fences 
is a bad idea.

3. Because there is no concrete reason to reduce the number of fences.
