If you really want to know why, you should ask the inventor, Christian

It says there that initially the "perfect six" rule was not part of the
game, but was added later.

It seems Hexade was deliberately intended to be a tactical game.
Since the "perfect six" rule adds more tactics, it sounds like an
improvement to me.
