You don't need a human readable notation to develop a program.
There are already at least two machine readable notations in
common use, here and at Boardspace.net.   All the games ever
played at Boardspace can be viewed at this URL:

The ancient art of scribbling games records on a piece of paper
is pretty much a lost art and a useless skill, but given the
characteristics of Palago, I'd start with hex paper, and number
the hexes in the order they were played, with arrows and a little
shading to indicate the orientation of the tile.  The effect would
be somewhat similar to Go diagrams.
