I read that story numerous times & it sounded to me like girl wanted to see
Pyr & was excited and it was excitement that caused her to unwisely create
some havoc. 
   This is different than abusing a dog! This is also different than getting
expelled from school for violence/anger. The analogy of the boy who got
expelled sounds more like the Pyrs inappropriate reaction and vicious violent
attack of an 8 yr.old to me! 
   It is true that parents should try to teach kids how to behave around dogs.
Maybe they did, but child just was overwhelmed by how cute pyr looked and her
enthusiasm got the best of her. Unfortunately I am unaware of any title that
can be earned & bragged about for teaching your child obedience and doing
temperament training. Too bad. It's been my experience that the parents that
need it the most wouldn't come anyway! Yes there are some kids that :
   * need better judgment, to learn better manners, & to learn to keep
themselves   
     away from harm.

and then there are others that:
    * need to be expelled from school or even have counseling or be locked up
or    
      punished in some way. 

I believe from what I've read that this child that was bit falls in the first
categories and not the last categories. The punishment she suffered was way
too severe for what she did.
