the capacity to do) or be put down.  Owner of dog admitted he was at fault!
Dog is not innocent!! The bite waqs severe and an attack where the woman
needed four hours of ER treatment and many stitches on her face and arms!!
This dog and owner were WRONG!!  I am sure if this was your mother or yourself
or your child or friend you would agree!!
