When ours really want to go out, they get very restless and "in your face".  
It's like "Let Me OUT!!!".  Except for Kes, who's the bark-o-matic and just 
wants to run and bark at the neighbor's house, they go to the bathroom when 
let out.  

I remember having this question asked at dog obedience class.  The response 
was, if I remember correctly, take the dog out on the lead.  If it doesn't go 
within say 5 minutes, bring it back in and put it in its crate.  Then, in a 
short while, take the dog outside again and see if it then is ready to go.  
With pups, they usually have to go all the time, so it could be that he just 
gets distracted when he first goes out.  After all, this is a new world to 
him.
