Height is determined by the distance from the point of the wither (or
shoulder blade)to the ground, with the dog standing squarely. The legs
should parallel the line of measure with the front feet in front of ,
not the line with , a vertical line dropping from the point of withers.
First you must find the point of the withers & part the hair so that
excess hair doesn't raise the measurement. Stand the dog squarely in the
relaxed, natural position, with his head held naturally, not pulled up
or ducked.

Not having a measuring standard  you can stand the dog next to any
vertical surface, such as a wall. Lay a bar across the dog's shoulder
blade, keeping it as level as possible,& mark a mark on the wall where
the underside of the bar falls. measure to this point.  (from Sheltie

I raise shelties as well as pyrs AND believe me size is important! We
start measuring the little guys at 5 weeks of age!

Most of my male pyrs are 27" girl 25"
