Mike, I once had an Old English Sheepdog that did the same thing. Turned out she was allergic to pollens and other things in the grasses in my area. I ended up having to keep her on a low dose of Benedryl during the summer months. This seemed to cure the problem without any side effects except perhaps a little sleepiness.
